The History of Churchland Psychiatric Associates

Churchland Psychiatric Associates got its start with the closure of the Community Services Board located at the free standing Maryview Medical Center and it’s move to downtown Portsmouth, Va. Four psychiatrists, including our original President, Kenneth Lovko, MD and three others joined in 1983 to form CPA in the Churchland area of Portsmouth, Va. Dr. Vizcaino joined the practice at the end of 1983 and the group continued to grow and provide services in the Churchland, Western Branch of Chesapeake and the eastern Suffolk area.


The practice moved back and forth between Portsmouth and Chesapeake several times until the most recent move back to Chesapeake in December of 2021 and we are now located in the Poplar Hill Medical Center on Taylor Rd.


As with most practices, CPA extended to telehealth care before COVID, and it became a major platform for seeing our patients during the pandemic. CPA has followed the more recent trends in care with adding Nurse Practitioners specializing in psychiatry that prescribe medications and work in coordination with physician support if needed. We also offer therapy services provided by Licensed Clinical Social Workers, Licensed Practical Counselors and Licensed Marital and Family Therapists.


Dr. Starkey joined the practice in 1989 after completing nine years of service in the United States Navy. After the retirement of Dr. Lovko, Dr. Starkey became the current Medical Director and President of CPA.
